Los Angeles is looking into whether it should spend an estimated $3 billion on a massive underground pumped hydropower storage system.
This storage system would effectively turn the Hoover Dam into a giant battery to store power.
There are, however, numerous obstacles besides the price-tag and the massive logistical feat this would entail.
Among the biggest obstacles are the long-running fights over the Colorado River, and the fact that the Colorado is shrinking due to climate change.
